Our Strategic Roadmap:

The ten (10) point strategic initiative for the realization of our vision to become the model green city of Southeast Asia in 2030.

1.) EDUCATION

The importance of education as the primary means of empowerment has been the primary focus of the town. Hence it comes as no surprise as its flagship projects are mostly centered on the delivery of quality education in our town.

The Municipality of Bani made history when it became the first LGU in the entire Philippines to become the site of the University of the Philippines Open University (OPOU) Testing Center, a feat that occurred during the first 100 days of Mayor Cel Navarro's administration. Since then, it has catered to 80 deserving Bani full scholars taking up undergraduate and post-graduate degrees, making it the most successful branch of the OPOU outside its own university system.

Our town also hosts an extension campus of the Pangasinan State University where agriculture, fishery and liberal arts courses are being held.

In the future, the Bani Science High School backed up by private partners is also being planned to further improve the teaching of science and technology in our town.

2.) EMPLOYMENT GENERATION

Being the first ever in the country to supervise and operate a fully accredited TESDA center, it goes to show that we mean business when it comes to providing our people with the skills and training to enable them to find decent employment. Our TESDA courses such as welding, plumbing and heavy machinery operation have enabled our graduates to find work here and abroad, making them more productive members of our community.

In the end, what we want for Bani is that for every family to have at least one earning member and one house to call their own.

3.) LIVELIHOOD

For our entrepreneurs and other workers who wish to expand their income base, we have established the Technology and Livelihood Development Center or TLDC which provides entrepreneurship and skills training especially to our marginalized sectors. Our local business council likewise helps our community by providing parallel trainings to our students and future businessmen.

4.) AGRICULTURE

Bani is primarily an agricultural town, hence it is important that our farmers are given access to modern farming concepts and technology to help boost productivity and enable them to “escape the tyranny of a one-planting season.” Hence, we are proud to state that a 345 million dam in Barangay Ranao is now being built, capable of irrigating 800 hectares of farmland. This will be complemented by a 1 Billion 500 ton capacity rice mill and post harvest dryer, which in turn becomes a co-generator electric power generator which uses rice husks and rice stalks as feed stocks to produce 15 megawatt power.

All barangays not affected by the dam will be given small water impounding reservoirs to help their irrigation needs. Also, organic farming has been introduced to the town as all of our farmers have now been trained in vermiculture technology. We envision Bani to be an organic farming town in five years with these projects.

5.) CENTRAL BUSINESS DISTRICT

In the immediate future, one of our core projects would be the creation of a central business district which will have a centralized transport terminal, a modern market with a bagsakan for fish, rice and meat, and refrigeration plant with warehousing capabilities. We aim that this project will turn out into a center for business and finance for locators such as banks and other business establishments.

6.) HEALTH

In the near future, one of our main goals would be the establishment of a Tertiary Hospital capable of all emergencies. This will be supported by the creation of a nursing and medical school as our hospital will likewise be a teaching and training complex also.

As an offshoot, we are now looking for locators to establish a retirement village and “eco-village” to further cement our reputation as a potential green city.

7.) TOURISM

Tourism is considered to be one of Bani's greatest assets, because where can you find white-sand beaches, cave systems, a mangrove forest/bird sanctuary and a towering waterfall, all in a mere 120-kilometer radius? Only in Bani, Pangasinan. Hence major efforts are now being exerted to improve the over-all tourist experience with the construction of bed and breakfast facilities, transportation services and adequate resorts.

8.) POWER GENERATION

Bani shall be at the forefront of promoting the use of renewable energy as part of its mandate as an environment-conscious town. We are already in the process of implementing a wind-powered turbine courtesy of MOREnergy as a showcase for green energy potential.

More importantly, we are in the final stages of negotiation for the construction of 1B COGENERATOR plant, which uses rice husks and stalks as fuel. Unlike coal, this power plant is clean burning and does not release pollutants in the air.

9.) ENVIRONMENT

Bani is considered leader and trailblazer in environmental protection, especially in the area of coastal resource management. It is therefore imparative that the gains of the past will be preserved by the current generation, hence great pains are being implemented to ensure that all development projects conform to the environmental and sanitation laws.

10.) PEACE AND ORDER
