Presidents of the 27 Barangay Children's Association (BCAs) and various Youth Conservation Corps (YCCs) met on May 9, 2006 at the Function Hall of the Bani Livelihood Center to plan for the forthcoming Municipal Children's Congress and form the Federation of Municipal Children's Association. Chairmen of the Sangguniang Kabataan were also invited to the Children's Consultation to strengthen ties and seek more active involvement of the SK in children's concerns and programs initiated by the BCAs and YCCs.

The Children's Consultation conducted from 9am to 3pm, started with a simple program. Child Facilatators Jorima del Rosario of Dacap Norte lead the opening prayer, Ray Dean Catabay of Banog Sur gave the welcome remarks and Elvie Ngayawon of San Simon introduced the participants.

Team building activities were lead by Child Facilitators Patricia Castelo of Poblacion, Jennifer de Guzman of Quinaoayanan, Kris Mones of Ranao. During the planning session, the children came up with topics they wanted to discuss during the Children's Congress and suggestions for the theme and congress logo.

Elected as officers of the Municipal Federation of Children Association were Jorima del Rosario - President, Elvie Ngayawon - Vice President, Patricia Castelo - Secretary, Kris Mones - Sub Secretary, Krystal Ryl Oiga - Treasurer, Michael Jay Opolinto - Sub Treasurer, Gheryl Reyes - Auditor, Public Information Officers - Philip Calimlim Jr. and Dalina Rosal. Municipal Child Facilitators were designated as Junior Advisers.
