The center of commercial activities
in the municipality is located in the Poblacion
area where several wholesale and retail stores
and shops could be found. Generally, people
go to Poblacion that serves as center of commercial
business. This area complements other functional
uses like residential and institutional areas.
Market days are Sundays and
Thursdays. For upland residents, there is
a “talipapa” or extension of the
public market in Barangays Centro Toma, Tiep
and Ranom Iloco. Similar satellite markets
are also operating in Barangays Ranao, Masidem
and Olanen (Dacap Sur). The Public Markets
generate about six (6) percent of the total
revenue generated by the municipal government.
In 2002, revenue collected from market operation
is about 2 million which means, that the operation
of public markets give big incentives to the
Municipal Treasury Fund.
As of 2002, there are 374
registered commercial establishments in the
municipality. These include wholesaler and
retailers, sari-sari stores, rural bank, bakery,
agricultural supply, beauty parlor, buy and
sell, billiard, dry goods, medical / surgical
/ dental clinics, drug store, fish, meat vendor,
foot ware, general merchandise, newstand,
restaurant and cockpit arena.
Complementing economic activities
in Bani are fishponds at Barangays Aporao,
Masidem and Olanen in Dacap Sur and slaughterhouse
with public comfort room in Barangay Arwas
about two (2) kilometers from the public market
which was financed through the Countrywide
Development Fund of Pres. Gloria Macapagal
Arroyo. Likewise, a two-storey livelihood
center is the flagship project of the municipal
government of Bani, having been funded with
its own resources. This equivocable edifice
manifests the gains earned in customary of
self-reliance.
Commercial
Trading Trends
The present commercial activities
in the locality are categorized as wholesale
trade, retail trade and services.
As per 1997 record, there
are 110 commercial establishments in Bani.
Thus, based from the current record, the growth
of commercial activity in terms of rate of
increase in the number of establishments is
48 percent.
In times where other goods
are not available in the locality, the people
of Bani purchase in the neighboring town of
Lingayen and even as far as the City of Dagupan,
San Fernando, Baguio and Manila, where the
availability of goods are present. There are
also some peddlers who are selling their goods
in the locality and others just sell along
the streets sans license or permit to sell
goods. During market days there are also buyers
coming from other towns like Agno, Anda and
Bolinao who are purchasing goods in the town.
Investment Opportunities
There are no entertainment
outfits or full-range convenience shops in
the municipality. The strategic location of
Bani, however, could be utilized to the maximum.
Passing through the town on their way to the
growth centers are residents of Bolinao, Anda
and Agno, who may be attracted to patronize
the establishments considering that the municipality
has numerous tourist spots to visit for relaxation.
For this purpose, the municipal
government of Bani shall establish an Investment
Promotion System.
Commercial Area vs. Standard
In terms of land area, Bani
has 7.29 hectares or 2.16 percent of the total
built-up area that is presently used for commercial
purposes. However, it has to be expanded within
the next 10-year period to accommodate more
commercial establishments and provide readily
commercial lands for investors.
With the computed rate of
increase for commercial establishments of
48 percent, the number of establishments will
increase 2,169 by year 2012. Hence, the existing
commercial area should be expanded from 7.29
hectares to 29.53 hectares or 3 percent of
the total built-up area of 844.015 hectares.
To meet the required standard, commercial
areas shall be designated in appropriate locations
like Barangays Banog Norte, Garrita, Quinaoayanan
and Arwas. These areas shall be characterized
by activities increasingly commercial in scale
and service shops and stores, service and
professional shops as well as recreational
services and facilities.
As to spaces for commercial
activities there are enough spaces available
and are accessible to all, since the location
are along the major thoroughfares. The local
government of Bani, shall only encourage investors
to engage business in the town, especially
local residents who have assets to engage
in business or even foreign investors who
are much willing to establish business in
the town.
INDUSTRY
SITUATIONAL ANALYSIS
Existing Industries
Existing industrial establishments
in the municipality are generally light, home
based and small-scale by classification. As
per record of 2002, there are 37 industrial
establishments in the municipality, which
comprises 7 welding shops, 22 ricemills, 4
handicrafts, 2 furniture making, and 1 auto
repair shop and 1 junk shop.
Settlers in San Vicente, San
Miguel and Garrita are also engaged in handicraft
making. Finished products of woodcraft industry
are being exported to other foreign countries.
Cottage industry like furniture making, woodcarving,
food processing and others in the town are
considered as dollar earner. This industry
has ten (10) laborers.
Existing
Organization and Government Trade Assistance
At present, there are no existing
organizations that are handling financial
assistance for these industries in the town
or government trade assistance. The owners
themselves are the ones financing their businesses;
they obtain loan from the bank for additional
capital to increase production.
Growth Rate of Industries
Based
from the data on industrial establishments
in 1997 and 2002 that are 26 and 37, respectively,
growth rate of industrial establishments is
8.46 percent annually. This indicates that
there will be a total number of 68 establishments
within the planning period.
